Mail marked as junk still getting through - please help

Is there a maximum for mail marked as Junk? I've marked mail several times
as junk but more mail from same sender is still getting through.
 
perhaps the sender is changing some small detail and that's how it gets
through....
 
It might help if you explained what version of Outlook you're using and
exactly what you did to mark the message as junk.
