Mail bounces back as "Undeliverable" w/ strange mail icon

We recently moved our server and since then whenver I send out mass emails to
clients (about 20 addresses per distribution list), inevitably 1/3 to 1/2 of
the addresses bounce back "Undeliverable" and that bounce message comes back
IMMEDIATELY with a mail icon I haven't seen before - it looks like a white
circle with a red arrow signaling "return".

Does anyone know how this is different from other bounced mail that returns
with a regular mail icon e.g. "closed envelope" and how I can fix this?

You can fix it by discovering what's wrong with the message you're trying to
send. What is the text of the NDR?

That's the odd part, it is a different message each time. Some examples:

"There was a SMTP communication problem with the recipient's email server.
Please contact your system administrator."

"Could not deliver the message in the time limit specified. Please retry or
contact your administrator."

" The e-mail system was unable to deliver the message, but did not report a
specific reason."

It's not really that out of place to have messages returned, but not nearly
in this quantity and most of the addresses that are being returned I have
never had problems with before.

Those are all server-side messages that indicate the server trying to route
your message is having trouble. The first indicates your recipient's server
didn't answer your server properly. The second said your message has been
waiting to be delivered for three to five days and the receipient's server
wouldn't accept it. The third is an unspecified error. Nonetheless, none
are Outlook problems. They occur only after your server has accepted your
messages.
