OK. Now try this:

Tools>>Internet Options>>Security>>Internet>>/Custom Level>>ActiveX controls
and plug-ins>>Run ActiveX controls and plug-ins

Is that enabled?

If you set your Security level to the Medium default level I believe that
the above selection will be enabled. You also might want to set the other
ActiveX items to query you for permission first before installing anything as
an added precaution, which should protect you from "drive-by" spyware and
malware.

If that doesn't work, then try this:

Tools>>Internet Options>>Programs>>Manage Add-ons

Then try to update the two (2) Shockwave ActiveX add-ons. One of them should
be pointing to Flash8a.OCX, which is what you just downloaded.

[FY additional I, once when I had problem with something or other that
ultimately proved to be coming from my firewall (in the final analysis) a
Microsoft tech told me to delete all my ActiveX add-ins as the only way to
really clear them. I am not so sure that is correct. But if nothing else
works, then try that. Any ActiveXes that you really need will reload anyway.
