Machines on Same Subnet Cannot See Each Other

Two computers both running XP Prof. connected to Belkin wireless router all
on 192.168.3.0 subnet. File & Printer Sharing enabled and MS Firewall turned
off on both machines.

I cannot access shared folders/files between machines. I cannot even ping
between machines using IP addresses. Belkin has built-in firewall but is not
set to restrict file/print sharing or ping as far as I can tell.
 
do you have another firewall? Can you ping the computer self?

I can ping the computer self. I might have NETBIOS over TCP/IP in advanced
properties unchecked. I'm going to verify that issue when I get home. The
HowToNetworking site below lead me to that troubleshooting tip. Thank you.
