Machine will not boot

I apologize, first if I am not in the right area..... I have a Machine running....well trying to ruin WIN XP it is a AMD Athlon 1400+ with a gig of ram and a Nvidia Geforce 4 video card. The problem I am having is that the machine will not boot. Tgere is power and the fan is going, however the monitor stays black and the keyboard does not shopw power. When I first attempt to boot the Keyboard falshes but the power does not stay. If I unplug the machine and give it a few to rest sometimes it will boot right up, other times I need to keep trying to boot it up, or hit reset a few times and the machine will boot up. Once it boots I have no issues and if I restart the machine it will reboot fine. However if I shut down the machine, it will not necessarily reboot. ANY HELP WOULD BE MUCHLY APPRECIATED.....Vic
