"Lucky Search" HomeWeb page Very Irritatting!

I can not change my home page to my chosing! Everyday
when I reboot the system this web page lucky search
appears as my home page. I do not want it there! I have
tried deleting temp files, erasing the history, changing
the home page back to the original page, deleting all
offline content and deleting cookies. It seems that
someone out there got a little a creative in their virus
writing. I will change the web page reboot and have my
home page for the rest of the day. However, in 24 hours
the wonderful lucky search page is back.
I have 2requests! How do I remove this permanently
from IE 6.0 and XP Home edition. Step by Step
instructions needed. Second, does anyone know the
jacka$$ author who wrote this page. If they are in the
US I want to take them to small claims court for 35.00
force them to get an attorney and waste some of thier
time and money too!!!!!!
