low battery alarm and critical battery alarm

The low battery alarm and critical battery alarm are stuck on 48%. If I try
to change the percentage it changes back to 48%. There are no power saving
features in the BIOS (HP-ZV5240). Really stuck on this one...no pun intended.

I attemped to change the low battery alarm percentage with the command
powercfg /batteryalarm low /level 10 and received the warning "level set to
48 this is the minimum level for this system"

Again no BIOS settings that could be over riding windows.
