lost the menu and toolbar on "My Computer"

I'm running XP Tablet PC edition, and when I double click
on "My Computer", a new window pops up, but without the
menus and other toolbars.

However, if I right-click and select "Explore" everything
is ok. I've tried restoring defaults and setting all
windows to match current in explorer, but no luck.
