Lost programs when created a new user?

Some of my program files do not show up in a newly created user account.
How do I get these missing files into the new user account?

Copy the files from
C:\Documents And Settings\[your user name]\Start Menu\Programs
to
C:\Documents and Settings\All Users\Start Menu\Programs

They did not disappear, they are set to appear only in the other user account.

a problem for on the newsgroups.
