I upgraded a windows 98 machine to XP and all of the
outlook express files (mail and address book) are gone.
Does anybody know how to restore them.

I've said this before, and I'll say it again - QUIT referring to OE as
OUTLOOK in your message header. It's misleading, as the only thing OE
and Outlook really share is the work Outlook in the title.
