Lost HTML for Running Active Desktop

The problem is....when I start my computer and it gets to the desktop page,
my set wallpaper flickers between black, White, and a Web page stating that I
have spyware on my computer(which I'm convinced is a virus or spyware
itself). Also....my desktop icons are present but they too disappear and
reappear continuously. Attempts to open any programs or windows fail....and a
bureau window opens to say something like:

Internet Explorer can not find HTML which is necessary to run active
desktop.
If you want to cancel active desktop click OK!!

When I click "OK" Nothing happens.....and all the while the computer is
running feverishly!!!!!
I'm completely lost....My computer is totally useless in windows...I can not
do a thing...I am using the internet at my office to write you.....any info
would help a great deal!
