lost file

I'm writing to you in the hopes of finding a solution to
finding a file my computer keeps asking for it won't
start up completly on it's own and it asks for the file
<windows root>\sytem32\hal.dll , them i'll put reconery
disc 2 in and it goes to the welcome screen and seems to
do ok from there am I going to have to reinstall xp?
thank you I'd appreciate any kind of input in this matter
you have to offer.
