Lost *.exe capability after W2K Pro updates

Shortcuts to program files and even regedit under run command (*.exe files)
give window asking for association with an application to run. I think .exe
was an automatic association before (always could just click on an .exe and
it would run). Also, right click on computer and properties gives access
denied window.
