Click on Start -> Control Panel -> Administrative Tools -> Computer
Management -> Disk Management

It may need to be activated and formated.

How can you advise "It may need to be activated and formated" based on
such incomplete information as to the situation on the other users
computer? Formatting is a destructive process ,which could make
matters worse.

If a drive is not activated, it would mean that it has no information on it
period. At least every single time I have installed a new drive, that has
data on it has never needed to be activated. Only when I have installed a
drive that has no tables wether is be FAT or NTFS has it ever needed to be
activated.

Thus... I suggest it.
