lost 'drag and drop' for network places

it seems that one hotfix or another has removed my ability to use
'drag and drop' with 'My Network Places' in Win2K SP4, but i don't
find much detail on this anywhere. manual arrangement of icon display
in that folder is also disabled. i can still use 'add network place'
to add shares.

i did find many articles on a security issue for 'drag and drop' and
Explorer, but none of those specifically mention the Network Places
folder. does anyone here have more detail about this?

someone else attributed this to hotfix 890047, and claimed that a
lengthy uninstall cured it. the only other factoid i can offer is
that i have this on one machine, but not on another, and the second
machine doesn't return this drag&drop problem. i'm looking for some
other confirmation before i attempt an uninstall as well.

I found the fix on another posting:

If you open any of the Explorer windows mentioned in my
original post (Control Panel, Printers, etc), and select Tools | Folder

Options, then click on the 'Restore Defaults' button on the bottom of
the
General tab, that fixed this problem for us. Also, once we clicked
'Restore Defaults' , any future uninstall/reinstalls of the 890047
hotfix did not lock the icons anymore. We were not able to duplicate
this on Windows XP or any server OS.

Actually, sorry. That is not really a true fix. The issue more
specifically is that tools->folder options->web view has two options:
-Enable web content in folders
-Use windows classic folders

If 'Use windows classic folders' is checked then I can't drag and drop
to Network Places as of hotfix 89004. Chosing 'Enable web content in
folders' allows drag and drop. Not sure if MS is going to consider this
a 'feature' or not.

as one who has suffered more than a few such 'features' in MS products,
i would not be surprised.
