Scenario: Failed hard drive in pc. Took working hard drive from another
pc (no OS). Couldn't find OEM or install disk anywhere in office. Will
Dell send an OEM replacement?

Yes they will send you the recovery disks for the computer if they
still have them. Usually no charge but occasionally they do charge. If
you had Microsoft Office and lost that disk as well they will not
replace it (the key is on the package and they don't keep records of
them)
