Click Start, Run and type the command regsvr32 /n /i:U shell32
(The Show Desktop SCF file should now be available)

Method 2: Manually create the Show Desktop file
Click Start, Run, and type Notepad. Type the following contents into the
document.

[Shell]
Command=2
IconFile=explorer.exe,3
[Taskbar]
Command=ToggleDesktop

Save the file as "ShowDesktop.SCF" [beware of double-extensions. Always use
double-quotes]
Drag the file to the QuickLaunch bar.

You should (in addition to the immediate solutions given) get System
restore back in action. Check if it will make a point manually. If it
does, and is not making automatic ones, it is probably because Task
Scheduler is disabled (this is needed even though SR does not appear as
a scheduled task). Go to Control Panel, Scheduled Tasks, in Advanced
menu if it says 'Start using' click that so it says 'Stop using'

If it will not make a point manually, Control Panel, System Restore.
Click Disable, OK and reboot, then re-enable it

What if you also have no start menu?
