lost control panel

I can not access my control panel. When I try to open the
control panel and Intrenet Explorer, I lose all the icons
from the desktop for 4 to 6 seconds. They reappear and
nothing happens. I have reinstalled a downloaded version
(6.0) of IE and this has not resolved the problem. Strange:
Netscape works . Any ideas or suggestions?

Strange. There is a friend at my wife's work that has the exact same problem. It's a Dell notebook with XP Home.
He called Dell and didn't get much help.
He tried a Restore from Windows that didn't help
He wanted to do a restore from Dells CD but can't remember his administrators password.
He tried a repair but encountered an error during installation.

Any help?
