Lost 'All Programs' In the start menu

I have lost 'All Programs' in the start menu, when I highlight over the 'All
Programs' button nothing appears. I have tried a system restore and that has
done nothing. I seems to have become empty somehow. Does anyone know any way
to fix this or get them back. Thanks, Dylan

Right-click on Start Menu choose Explorer. Here you will see all the folders
related to users account in your computer. You can copy and paste another
user's Programs folders into your yours. What you have to do is locate
"Program" folder of another user with all shortcuts. Then copy and paste the
folder into your "Start Menu" folder.

* click Start > Run > type gpedit.msc, click OK
* Expand (+) User Configuration > Administrative Templates >
'Start Menu & Taskbar'
* On right-side pane, double-click
'Remove All Programs list from the Start Menu'
* For you, the setting must be 'Not Configured', click OK
Note:
If it's 'Enabled' it will look exactly like your situation
