Looping problem

Lately I have been unable to gain secure access on the
internet. When I enter my user id and password, the system
processes the info (after I click on "Submit") but then
just returns me to the login screen with the user id field
and password field blank. Is there something I should
check with my browser or is this a problem with the
website I'm visiting (my browser is set to allow cookies)?
