Looking for specific template

i use Office/WORD 97, on Win98SE. looking for a template or program/software
wherein i can make my own playing cards, using WORD. i would like to be able
to put in any pic/clip art i want on each individual card, on both sides. is
there any such animal anywhere? i've looked online, but have found nothing
resembling what i'm looking for. please give links if possible. thanks
