Long time to publish....

When I publish the site, I choose the 'publish changed files'. Yet sometimes, I have made a minor change, and it still seems to go through all the files as it publishes, and can take up to two hours. I have a lot of photos, but this occurs even when there has been no change to the photo pages. Is it related to if I make a change on a shared border which affects all the pages? How can I reduce the time to publish? Sometimes I just select the page I have changed in the folders list while in remote view and hit the arrow to upload it. Then it doesn't take long. But I would think that publishing while having the option to only publish changed files would do the same, but it doesn't. What is the process going on

If you change a shared border or an include page, every page that uses it
gets republished.
