When you say the "Root" directory do you mean C:\Windows?

With out knowing the names of these files, impossible to say what they are.
Even if you provide us the names, we can only guess.

I would guess the OP is talking about the hotfix uninstall files, but I'm
awaiting an answer to my query as to whether these files are REALLY in the
root directory or whether they are in C:\Windows.....

The uninstall file for the Hotfixes are hidden files under the root directory: C:\Windows
I also believe that is what the OP is looking at and questions about.

YES, they are legitimate files. Depending, they might
be update records, disk images, and a few other
possibilities. Eah HD will also have a place where
images for Restore are kept.. The same think in any
folder called "cookies" though are trash: those you
can delete.

Actually, you -could- delete any of them in the root,
too, without crashing, but DON'T! They are valuable
and are useful for everything from update
determinations to your Restore points.
