Long Bootup

Have Pentuim III running Windows XP. Initial system
bootup takes forever (hard drive runs for like 5
minutes). Would like to reformat hard drive and start
over. Cannot figure out how to reformat main hard
drive. Tried using XP MS DOS startup disk. Haven't used
DOS for like 10 years and am clueless. Can anyone help???
