I found an article on how to change the logon.scr (when
noone is logged in) in the registry to 3D Flying Objects
(ss3dfo.scr), but cannot find how to change the default
setting of ss3dfo.scr to a textured flag using our
college logo.

Does anyone know how to change the setting locally?

Also, does this have to be set locally or can it be setup
in GP Mgmt Console for 2003? If so, where and how?

Setup the screen saver as you want it while you're logged in, then export this registry key:

"HKCU\Software\Microsoft\ScreenSavers\Flying Objects"

Then open the exported reg file & change all instances of "HKEY_CURRENT_USER" to
"HKEY_USERS\.DEFAULT". Save the modified file and then merge it.

Not sure about GP Mgmt in 2003, maybe merge the file as part of a logon script???
