Logon problem

Windows 2000 server. Any user that attempts to log on the
normal loading settings message appears, the startup
sound plays, then it immediately goes to the saving
settings message and back to logon screen without ever
loading the shell.

Explorer.exe is set as the shell, it has proper security,
and has the proper size and date. No error messages are
reported. There are no unusual items in the startup
program groups or in the run keys.

Anyone have an idea?

Are all servers and clients fully patched?
