This sounds very much like the problem caused by cleaning up Blazefind. You can try
starting the computer with a Bart'sPE disc:
http://www.nu2.nu/pebuilder/
and then check the registry from there, as described here by MS-MVP Rick Rogers:
http://rickrogers.org/fixes.htm#Blazefind

Other malware than Blazefind can cause this....any that modify the Userinit string
value at this key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

The Userinit string value should be:
C:\WINDOWS\system32\userinit.exe,

(Includes the comma at the end)

Anything else added to it or anything replacing it, can cause your problem.

If you are not familiar with working in the Registry or have trouble with creating a
Bart'sPE disc, seek local help from a knowledgeable computer tech who can follow
those directions.

Ok, managed to sort this problem out.
The initial indication of a logon logoff loop seemed right and I followed
the instrutions as listed here http://www.winxptutor.com/wsaremove.htm
However this did not enable me to boot into windows.
Marks sugestion of a repair install made me shiver a bit so I trawled the
forums a bit more and found other references to glee's suggestion of using
BartPE, so i tried it. While the proccess of creating a BartPE disk and
loading it wasnt to bad I found that once getting into the PE to my dismay I
could not load the hive files as indicated here
http://windowsxp.mvps.org/peboot.htm
At this point I believed I had pretty much exhausted all other fix options
and went for repair install as indicated here
http://michaelstevenstech.com/XPrepairinstall.htm
Of cource when it rains.... no option to repair just install. The above set
of instructions pointed at a possible issue for this being my boot record.
However the instructions listed where not as helpful as they could be. After
some searching, again, I came across this support article
http://support.microsoft.com/kb/330184 which did the job and on the reboot I
had the repair option.
After that it was pretty much just a couple of hours tosing the house and
office for my cd key and hey presto i was in.
