Logon Keeps reverting back to Classic

I am running XP SP2.
I have the logon options set to Welcome Screen and Fast User Switching.
However the system keeps booting and coming up with the classic.
If I unselect the Welcome/Fast User Options and apply, then re apply and re
boot it is ok but on the next book/logon it switches back to classic even
though CP indicates the Welcom/Fast User are still selected.

Any ideas...

I need this to work becuase I just got the MSFT FingerPrint Reader.
