Logon Errors

When logging onto Windows I get the following error messages in Event
Manager: IPSEC Services could not get a complete list of network interfaces
on the machine. Please run IPSEC snap-in to help diagnose the problem.

Also, the message--bad password or unknown user. I also cannot access the
Internet from the Guest Account.

I am running XP Home with all updates loaded. I use dialup 56k connection
and do not have a network card installed.

Does anyone know how to fix this problem? How do I load IPSEC snap-in?

I have 2 users setup on this PC--both as administrators.
