logon error message - logon is prevented

A friend of mine is unable to post at present.

The computer is a laptop with XP Pro. In the last couple
of days, when he attempts to logon, he gets the message

"The local policy of this system does not permit you to
logon interactively."

This is preventing him from logging on and we have no
idea what it means. Neither does his system
administrator. Can anyone help explain this, and if there
is a solution?

Try booting into Safe mode and then logging in with
the built-in Administrator account. This account may
have been renamed, but it cannot be prevented from
logging in when in Safe mode.

Once logged in, run the Local Security Policy and add
at least Administrators and Users back into the Users
Right to Log on locally, and also verify that these are
not listed in the User Right to Deny local logon
