Logon and service, slow startup

I'm not sure how it started, but my computer takes over 3 minutes to boot.
I'm starting to wonder if this is a Trend Micro scan issue.
What happens is that it goes through all the normal boot process, but when
it gets to the blue screen "windows is starting", a small window pops up in
the middle of the screen. The window has some odd characters in the title bar
and in the window, if I click the OK button, it goes away and continues with
startup....but takes a minute.
I have run Bootvis, the logon and service portion takes 199 seconds.
Is there something amiss with the logon?

Antivirus apps always delay the system. Try turning it off and watch the
difference.

But what about the pop up windows with the gibberish in it? Why is that
coming up and why do I have to click the "ok" button to continue startup?
