Please repost according to the common conventions of modern English. Posting
all in caps is considered extremely rude and makes your posts incredibly
hard to read. Please refer to link three in my signature to learn how to

Bugsy:

First thing ... knock off the all caps posting. Bad form.

Since more than one stick mfr is involved, you may have a USB
issue. Look around the web site of your motherboard's chip set maker
for any driver updates ie if VIA ... 4in1 drivers. I think VIA also
has some USB patches available (they may call them filters).
Using the latest BIOS update for your motherboard?
Is your PSU up to handling all the gadgets you run?
It could also be a USB hub issue if you use one. Some USB devices
really need a powered hub and some mother boards may not supply USB
power correctly.
When you press a button on the 2.4 stick does the base light cycle
through orange to green indicating a connection to the receiver?
Does the receiver light then change from blinking to solid green?

I Use:

2x D-Link DSB-H4 powered 4 port USB v1.1 hubs
Asus P4T533-C s478/i850e
Logitech Freedom 2.4 Cordless USB Joystick
*Logitech WingMan Strike Force 3D USB joystick
Logitech 2.4GHz Cordless USB Gamepad/Rumblepad
Logitech Cordless USB Keyboard
Logitech M700 Cordless Optical Rechargeable USB mouse
Canon S750 BJ USB 1.1 printer
Canon D1250U2F USB 2.0 scanner

WinXP HE SP1
DirectX 9.0b
P4 2.8GHz/533MHz FSB retail
1GB PC1066 RIMMs
Enermax EG651P-VE FMA 550W PSU

*I plug it in only when I want FF.

As you can see I have a good number of USB thingies and they all work
just fine.

In Device Manager >Human Interface Devices and also Universal Serial
Bus controllers ... anything flagged as not working properly? A Safe
Mode check of same may turn something up.

Hope something in the above helps.

Happy trails,
