I have a logon.bat file in the user profile and it never executes during
login. Where does the file in the user profile have to reside?

Is there an issue between the logon.bat file in user profile and XP clients?

any other known issues that will prevent the logon.bat in the user profile
from executing?

Make a login.bat file on your domain controller.
it goes in \\domaincontrollername\netlogon
