Login Banner Text to increase?

In the Login BAnner text when user try to login option.
How can I increase this so I can copy paste our NEtwork Policy which is like
two pages .

Or is there a way to put like a Hyperlink so I can point to an url at least.
Any other way will surely help.
 
When we asked Microsoft were were told that 512 characters was the maximum.
Also you can't have blank lines if you are enforcing this by GPO. If you put
one in when typing in the banner, when you click OK it takes them out !!!
