login banner/disclaimer

Hi
I have to set a Information Security Policy for my comapny and it requiers
me to Disable User Account that have not been accessed in 90 days and set up
a Login Banner/Disclaimer. Is this possible in GPO and where do I do this?

Don't know of a way via GPO to disable an account that is not used for some
period of time.

Security Options
Interactive logon: Message text for users attempting to
log on
