Logging records and logging time

Does anyone know how to 1) have Win XP keep a log of when a user logs into
it? I am looking to know what user logged in when.

Also, 2) does anyone know if it is possible where the machine can be setup
to not allow any logging on during certain hours?

Login activity is in the security event log
In Pro at least you can adjust the logging activity in
the local security policy.
To prevent an account from logging in during certain
times, use the /times switch on the net user command
net help user
entered into a cmd prompt window provides syntax.
Note that this will not prevent an account from being
logged in at those time, only from logging in. It already
logged in they will not be booted off.
