Logging a permission change in windows 2000 server folder

i'm using windows 2000 server, and we have had personnels that change
permission on folders they are not suppose to. Although i have disabled the
"change permission" right for that user for now,
is there any way to log permission change in a folder when someone change
the permission?

any help/input/suggestion would be appreciated.
