Log of which user has logged in and time/date

I notice in the Documents and Settings that whenever a new user (be it
local or domain) logs in a new folder is created for that user.

Does the date modified of that folder also change when a user logs in?

Is there any other way to log who has logged in to the system?

You would need to enable the Audit Account Logon Events policy.
