Log in screen error freezes behind blue Windows XP start up screen

I have XP Home, and when I restart my computer it freezes at the blue Windows
is starting up screen. Right before the screen I see a flash of a logon box
and an error message stating that the password isn't correct for this user.
I have checked the control userpasswords2 and the box stating that users must
have a password to log into the computer is not checked. I have two accounts
on here that use a password, but the account name in the logon box says Owner
and that isn't either of our account names. Any ideas?

Try login using Administrator or user with an administrative priviledge and
then open control panel -> user account -> and choose to remove password from
that username (or try to set that username to use a password first then
remove it)

I don't have a username of "Owner". That's the one that appears in the
classic logon prompt. The only thing that I've found that is close to the
problem is when you select logon and logoff options for users. I have
selected to use the Welcome screen, but it states for added security I can
turn this feature off and use the classic logon prompt. Well I don't have
the feature turned off so I shouldn't be seeing the classic logon prompt. I
should see my welcome screen. But my computer gets locked up because the
classic prompt opens and then errors behind the "windows is starting screen".
Are you suggesting that I create a user named "Owner"?
