Log files of installed programs

Hello,

Is there anyway for a person to view what has been installed or
unistalled off a Windows 2000 machine?

As well - any way to see if anyone has been added as a user (dates and
times) and by which user?

1) Assume you mean an audit trail. Don't know of one that would included
every installation. You can generally get an idea from the contents of Temp
or [userprofile]\Local Settings\Temp or Winnt\Installer

2) Only if you have configured the Audit Policy in the Security Settings.
