Log files in Windows\Debug ???

Does anybody else have these three .log files on their rig ?

(drive):\WINDOWS\Debug\oakley.log 0 bytes

(drive):\WINDOWS\Debug\oakley.log.sav 0 bytes

(drive):\WINDOWS\Debug\PASSWD.LOG 0 bytes

What are they ?

Only one of them can be deleted, and it returns on reboot.
