.log Files Don't Defrag

After I defrag I note there are a few files that are still
fragmented. The report (this is in Norton AV) shows these
as 5 or 6 files, all but one of which ends in .log
and the other one ends, I believe, in .dat I wonder
if there is a problem with these files, of if something in
their nature prohibits files of this type from being
defragged. Comments? Thanks.

Here are the files that did not defrag. Are these files
that are normally open all the time, and thus will never be
defragged?

Should I be concerned about the size or number of fragments
associated with these files which did not defrag?

The full (Norton) defrag report is shown below in case that
is useful.

Won't defrag if in use as mentioned. Could you boot with something like
ERD commander and move or compress the problem files to another drive?
Replace the original with an empty file of same name. My scepol.log
file was over 214MB.
