Locking toolbars in Outlook

BACKGROUND: I'm using MS Outlook 2003 with Windows XP Pro OS. Each time I
launch Outlook, and open a new email message to compose, the several toolbars
that I've pre-selected appear in the header of the email template--some above
and some below the "To, Cc, Bcc, Subject, ..." fields. To get the toolbars
oriented in the order / positions I like them in I have to manually
re-position the toolbars (i.e., XP / Outlook doesn't "remember / save" this
user preference of mine).

QUESTION: Is there a way to "lock" in the specific tool bars AND their
relative spatial orientation such that they always appear in the same
position when I launch Outlook / compose a new mail message?

no, they should stick in the same location as when you closed outlook but if
they don;t you can't control it.
