Locking Toolbars

Is there way to lock the toolbars in Outlook 2003? Using business Contact
manager and MSN Search, everytime I Launch Outlook the toolbars are
different places.

Based on searching and reviewing earlier posts, it appears that there is no
way to lock the toolbars, especially if you have add-ins in your toolbar menu.

For what it is worth, I have had the same problem, not only in Outlook but
also in Excel. It seemed to be that the problem was related to the Adobe
Acrobat add-in. Once I deleted the Acrobat toolbar the problem went away.
 
In the case of such add-in, it would be up to the add-in developer to save the user's preference for the next session, since the toolbar is created new every time. Most don't provide any such functionality.
