Locking the screensaver

I'm trying to figure out how to make the screensaver lock when the profile is
locked down.
I've tried the following:
GPO's doesn't work
Changing the system.adm file - doesn't work

I've exhaused everything I can think of an then some...
Doesn't anyone know how to accomplish this task?
 
Give the registry key access for the user who is locked down

Is it a local/roaming profile & is it standalone or dommain?
