locking system time settings

how can I lock the systems time settings so that my kids can not change the
time settings to get around the parental control time limits. Is this possible
 
GPEdit.MSC is the app that sets Policy in all versions of XP and Vista above
Home edition.
../user config/admin templates/Start menu and taskbar = "Remove clock from
system notification area."

The registry entry is:
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer!HideClock=1
