Locking Outlook 2002 Toolbars

I've added a couple of utilities to Outlook 2002 (Norton
Antispam and a PDF expander). They each have small
toolbars that nestle easily next to the existing
toolbars. However, everytime I close, then open Outlook,
the toolbars stack on top of each other again, using up
lots of desktop space, and have to be
manually "nestled." Is there anyway to lock the toolbars
in Outlook the way you can with IE?

No. Toolbars seem to have a mind of their own, especially when using
different folder views.
