Outlook leaving toolbar artifact after closing

I have MS Outlook 2002. When I close the application it leaves (actually
redraws) an Outlook toolbar at the top of my screen.
I have tried disabling a Semantec NIS COM plug-in, the default add-ons, and
most of NIS, and still the problem occurs. Does anyone have any
suggestions which may help me track down the source of this problem?

Which toolbar is left? Does it also happen if you close and restart outlook
using the /safe switch?

Hi! Good news, I think. The problem does NOT occur when I open Outlook
using the /safe switch.
