Locking down documents on C drive

I am working on a system that needs to be locked down. I found that if I
create a document on the C drive I can lock it from being accessed , but it
can still be deleted. Is there anyway to keep any user from deleting a
document from the C drive? I know that you should not save documents here,
but our users will still do it anyway.

Convert the drive to NTFS and use NTFS permission to protect the file. If
your users do not have suitable permission, they cannot delete the file.
