Locked Toolbars Rearrange Themselves

I have seen other posts on this site that are similar to this problem, but
don't seem to be exactly the same. My IE6 toolbars periodically rearrange
themselves. Nothing is added and nothing is missing; nothing else is amiss.
The icons like to move up a row to the menu bar, my Norton AV likes to move
down to the address bar, etc. According to both Ad-Aware and Spy Bot there is
no malware. Nor does it recur immediately after a repair and relock; it seems
to wait until I'm not looking and then sneak up on me. Anybody have any ideas?

You are using the new web interface to newsgroups
which supports notification. If you are trying to use notification
make sure that you have updated your profile with a valid E-mail
